Inform your users -

• How soon are you wanting to begin?
  
• How active do your recruits need to be?
  
• Are you looking for fighters, practitioners, brawlers, traders, travelers?
  
• Are you recruiting for a faction, town, empire or Kingdom or family?
  
• Are you focusing on a certain species or power level? If so, explain the expectations and limitations!
  
• Where will you first be roleplaying?
  
• Do you have a Skype chat or another group platform for them to join or can they contact you through private messages or email?
  
• What is the goal of your group?
  
• Are you seeking already existing characters or for people to make new chars and join up?
  

In short, give us the who, what, when, where and why! Once you have at least three users we would recommend starting a thread in the Neutral Territories. The best way to keep your group active is to exchange contact information, talk and plot as often as possible, let your goals and group develop and evolve organically, have fun and don't overspecialize. Keep each other interested!
